| Mission statement | Designed to meet the needs of high potential employees, the EMPA aims to develop world-class public sector managers who have a broad view of, and excellent skill base in management and policy analysis. The EMPA is offered by ANZSOG and participating universities in partnership. |
| Main target group(s) | The course is designed for mid-level managers with at least five years relevant work experience. Applicants will have a Bachelor's degree or equivalent qualification for entry through extensive practical, professional or scholarly experience of an appropriate kind. Applicants need to be accepted by ANZSOG and also by one of the partner universities. |
| Main objectives | Graduates of the EMPA will: * be familiar with fundamental theories and concepts underpinning effective performance in public sector management and policy development * have a good feel for the difficulties of delivering results in government * be skilled in applying theory and analysing data to solve real world management and policy problems * have well-developed personal and leadership skills. |

Networking is one of the strengths of the course. Students join the course as one of about 120 students, all demonstrating high potential as future leaders in the public sector. Students are drawn from the Commonwealth, New Zealand, Queensland, New South Wales and Victorian governments. Students work very closely with some in syndicate group for the core intensive residential subjects. Networking is increased through meeting guest presenters and practitioners during the intensive subjects. When students graduate, opportunities will be provided through the alumni organisation to build on their networks. |
| Additional information about this programme | Students study ten subjects over a two year period. There are seven core subjects and three elective subjects. Four of the core subjects are taught in intensive, residential mode over five days. A further two core subjects are taught in one or two day blocks for a total of five days.. The final core subject is a work based project done in a syndicate . The three electives are taught by our partner universities in the mode offered by them, often over a semester. |

| Characteristics of the capstone project | This collective worked-based project will provide participants with the opportunity to apply and integrate the skills and knowledge they have gained in the EMPA. The project is undertaken by teams of up to 6 participants who adresses a substantive public sector issue identified by a government agency. Projects test the team's ability to define a "real-life" problem, design a strategy to address it, gather data, formulate and evaluate options and make recommandations. Leading to genuine and sustainable solutions to the problem concerned, the Work-Based Project concludes with a 2 days residential component where participants have the opportunity to present the outcome of their project to ANZSGOG faculty and their EMPA colleagues. |
