Mission statementThe EMPM programme is aimed at experienced professionals from the private, the public and the non-profit sector. The EMPM provides the qualifications needed for the modernization of public administration and for better cooperation between government, business and civil society. Professionals acquire additional qualifications in management, make contacts with participants from other sectors and profit from the experience of an international team of teachers from all sectors.
Main target group(s)The EMPM is designed for experienced professionals who would like to improve and broaden their qualifications and networks. Lawyers, economists, and social scientists, but also alumni from other disciplines can gain management skills, supplementing their primary university education.
Main objectivesThe programme is designed to increase the knowledge and skills of professionals who seek to enhance their public service careers or to move to a leadership position in an organisation with strong links to the public sector. It focuses on current leadership challenges and combines expertise in public administration with public policy knowledge, as well as management tools.
Pedagogical methodsThe EMPM offers participants both sound theoretical knowledge and tangible management skills.
Unlike courses in public institutions of higher education, this programme draws on a modern mix of methods and emphasises practical applications. Students dissect case studies, work in groups and constantly pool experience with both lecturers and fellow participants. E-learning and a Web-based learning system enable students with jobs to combine work and study to an optimal extent.

Additional information about this programmeThe EMPM is an accredited programme and a joint degree of the Hertie School of Governance and the University of Potsdam. It is implemented under the administrative lead of the HSoG, with all courses taking place at the Friedrichstraße campus in the heart of Berlin.
Participants in the EMPM choose an individual area of concentration and can either study full-time over a period of one year or complete the programme over a period of two years if they wish to study part-time while working.

Additional information
The Hertie School of Governance also recognises the Cambridge Certificate of Proficiency in English. If you can provide proof of a substantial work or study experience abroad, you may not have to provide a language test. Short-term study abroad, au-pair home stays or language school certificates will not be accepted as test replacements.

Curriculum
Programme structure
The flexibility of both timeframe and content enables each student to adapt the programme to his or her individual needs.
COMMON GROUND:
Core courses convey an interdisciplinary and comparative international view of management challenges and changing governance settings. The courses are grouped into four Modules: Understanding Governance, Management Concepts and Instruments, Financial Management and Methods, as well as Supranational Governance.
AREAS OF CONCENTRATION:
A particular advantage of the programme is the wide range of electives, which caters to the participants’ various backgrounds and interests. All participants choose five electives from three Areas of Concentration: Leadership and Management, Financial Management and Methods, as well as Intersectoral Management.
